I don't believe that lottery players are unintelligent or uneducated.
It's rational to play the lottery if you believe that it's the only way to make a significant economic change to your life.
That's a bigger problem than just education provision.

There are a ton of better ways to make a significant economic change to your life with $1 each week than through playing the lottery. $1 each week is $52 a year, you can buy classes, learn skills, etc. with that money and the time you spend watching numbers get called out.
