A positive spin on this is that everyday people are so wealthy, savvy, and time-rich that they spontaneously organize and campaign to shut down infrastructure projects they don't like. When it's keeping the "other" out it's gross, but when they are shutting down pointless vanity projects like a sculpture park no one wants maybe that's democracy as advertised.
