Well sure I guess you can live in WSL and use Powershell (not sure how the two are related?), but what about the rest of the shit. How do you put up with random reboots from updates, demands from Edge to update, all the privacy-invading telemetry, and random shit like Candy Crush installed from the Windows Store?
