In most countries there is no policing of corruption and in some countries it is essentially legal and described as lobbying. I think the resistance to these new technologies comes from the situation where decision makers are paid adequately to never put such ideas forward. Fusion could turn many countries economies upside down so they have an incentive to steer away anyone at any cost.
