We know that Falcon-1 took 90 millions for the whole program. We know that Air Force evaluation model predicts about 4 times as much expenses than what Elon shown with receipts to NASA. The model was wrong, but it took SpaceX to demonstrate that. Similarly we have good estimates for how much it took to develop Falcon-9, up until first launches. I think we have rough data to make some comparisons.
