This is a good point, and a difficult one to get right. Being able to very easily fetch and integrate dependencies (e.g npm) definitely lowers the barrier, for better and worse. Single-file collections ( e.g https://github.com/nothings/single_file_libs https://github.com/nothings/single_file_libs) is a nice intermediate step.
