The margins on the App Store for iOS is enough of a reason to lock down the OS as far as they can. The difference is they can't practically lock it down to the point that app developers aren't impeded. But all that said, given the quality of developer tools from Apple I don't have much faith that they won't impede everything but swift development in Xcode.
