That's a terrible headline. Based on the actual article, the court said that a doctor has to certify that the patients have COVID. All the health authority has to do is get a doctor to look at the COVID results and do the certification.
The court did not (based on the article) decide that COVID test results are wrong, inaccurate, or unscientific. The decision was just about the qualifications required to interpret the test results.
