https://github.com/GoogleContainerTools/kaniko https://github.com/GoogleContainerTools/kaniko can do it but I just use podman / buildah with storage driver as vfs, and then neither requires root / high privileges.
I'm not sure why it doesn't do this by default. Performance I guess.
