I don't get why companies don't just hire in the cheap job markets paying a little more than market price there but far less than Silicon Valley, instead of hir

I don't get why companies don't just hire in the cheap job markets paying a little more than market price there but far less than Silicon Valley, instead of hiring in Silicon Valley. Specially for remote work! Can someone who does that explain why?
