pkl-tab.c is produced from pkl-tab.y and bison 3.6.0 is required "to improve the user's experience", after the doc. ./bootstrap doesn't even want to make a configure file for me. This version of bison is not available in Debian Stable or Ubuntu 20.04 LTS.
