That's strange actually. They do have 13 representatives from Taiwan. And many times people (mostly public figures, such as actor Jacky Chong) from Macau and Hong Kong register as representatives in their origin (where their parents or grand parents from) rather than representatives from Hong Kong or Macau. Edit: I was talking about people's representatives, not CCP representatives. If it is about CCP representatives, communist party is illegal in Taiwan.
