Correct. Two parties each with their own extreme points, so the middle ground is never reached. The all or nothing nature has cast the system into limbo for decades, unable to decide even the simplest of things.
There are simply too many complex issues for a two party system to be effective addressing them. In countries with more competition and political spectrum, it's easier to find the sensible middle grounds. When opportunists rise, they usually don't remain too long and the sensible part of their agendas get co-opted by other parties.
