I've had very good experiences on restricted networks with udp2raw ( https://github.com/wangyu-/udp2raw-tunnel https://github.com/wangyu-/udp2raw-tunnel ). Basically, you configure openvpn in udp mode, then tunnel them over udp2raw, which pretends that they're a tcp stream that happens to be mysteriously out of order. (Firewalls usually believe this.)
