Those 'backward' countries are hardly untouched by 'democracy' though, are they? What does it mean that a prison is quiet? Is it that prisoners love their subservience? Or that there are well armed guards. For NZ, it is certainly slave mindedness - the belief is the goodness of government and the Queen is strong.
