Tesla has already launched a beta of their Level 3 vehicles on American roads and is promising to have it rolled out completely by end of year. The big problem with testing in 3rd world countries is infrastructure is far different from in the US/ EU/ Japan so it's not a great proving ground. When you have cities where you have to deal with chaotic streets packed with people and slow moving cross traffic you need to just kind of push your way through, autonomous vehicles are going to struggle.
