I think this parent is confusing culture with the subject that was being taught: civilization, meaning nations that grew outside their bounds and contributed to the larger arc of global history. Only Egypt would fit the bill in African history. Big picture study of human history isn't racist, although it may lack important detail and inclusive equality that studying cultures would.
