The most interesting thing about the YouTube outage for me was that attempting to play a video would result in my cooling fans spinning up to max while the loading spinner looped in the background. Closing the tab they spun down to normal levels. There wasn’t anything unusual about my CPU behavior when this happened, I can only assume it was GPU or some other part of the system (unfortunately I was too busy to do more than basic troubleshooting at the time.)
