As a prospective student from a developing country looking to apply for fall'21 cycle- not really. Given the stipend provided by an avg US university, and taking cost of living into account, my standard of living is likely to be lower in USA than in my home country. There are lots of great positives about doing a PhD in USA- salary/stipend is definitely not one of them.
