Even if American jobs went to other countries they wouldn't have been "stolen" by outsourcing. The market (for anything) is global now and other countries have smartened up and trained workers in CS fields and can offer their skills at a lower rate. It is called arbitrage. Sovereign boundaries are meaningless in a true global market place. The western countries have to adapt and change or our lunch will be eaten. Protectionism won't help either.
