One of my friends in college managed a medical journal, which was owned by a moderately well-known professor trying to quickly cash in on his fame. His job consisted mainly of formatting word documents while pretending to be a team of reviewers. Sleazy conferences are quite common too. I think this is a deeper, broader problem than many scientists would care to admit.
