Can you define IT? Do you mean the infrastructure the company uses to conduct business, like laptops, email, etc.? Or do you mean everything inclusive of the core technical parts of the company? If it is a technology oriented company where tech is a core part of it, in-source. Outsourcing (using SaaS as an example) is good for things that aren't a core competency.
