I'm interested in why would using OS X be a requirement?

  Certainly a fair question. We use it as a signal. Of the 100+ UI folks I admire and respect, I think all of them use OS X. So while it's certainly possible to be a great interface developer using a different platform, in my experience such people are exceedingly rare. By focusing on those that use OS X we can narrow down the applicant pool and spend more time with folks that are likely to be a good fit.
