I think the Russian ones were approved after 'Phase 2' trials. Which are small scale trials. That's their call if they want to start vaccinating with 'half-tested' vaccines, but it doesn't meet the typical international standards which is usually completing Phase 3 trials. Not sure about the Chinese ones.
