Ask HN: Are there examples of people using Gitlab or GitHub for governance

I'm looking for instances where a municipality/county/state uses an issue tracker as an interface between appointed or elected officials and citizens/constituents to collect "grievances", debate them, assign them, track them, close them, etc. As another question, what practices would you bring if you were elected/appointed for public office?
