Open borders to all refugees (and literally everyone else)and make is as easy as possible for those under repressive regimes to leave. Other than that, continue to trade with the country for basically everything except weapons or anything that could be used to make weapons. This is also how I feel about China and Hong Kong, NK, how I would have felt under WW2/Germany, and how I would feel basically every other foreign policy incident.
