You would have to implement it countrywide, so that every no-skill labor job makes at least $12/hour. Hell, lets solve the problem completely and just make the salary minimums $25/hour. With all due respect, the writer of this article needs to take economics 101. The wage for a job is precisely set at the balance point where willing workers meet willing employers. Walmart would pay these guys minimum wage if they could get away with it. This is not evil, it's capitalism. The more you have a central authority fiddle with minimums and caps on wages the more you wreck what made this country great.
