Yes, I experienced a lot of pain while working with CSVs in UTF-16, turns out some libraries can't handle it. Also, CSVs don't really scale because parsing generic CSV that may have quote and line-end inside a field is inherently single-threaded, so once you get to multi-gigabyte CSVs, and things start to go slow, there's nothing you can do.
