  Imagine if their leaders were even more corrupt than ours. They might agree to buy their planet from us, and declare themselves Planetary Emperor because the Humans, owners of the Universe, sold the whole planet to him. Meanwhile our space lawyers would be like "I didn't really expect that to work".
