There's definitely a fair bit of overhead for becoming a registrar of all gTLDs and ccTLDs (there is generally a different application needed for each ccTLD), and for smaller countries the overhead might not justify the number of registrations they expect to get. I had a quick look at Cloudflare's offerings and it looks like they're only offering gTLDs but intend to expand their ccTLD list.
