I rarely just surf there, but when googling around looking up interesting cutting edge topics often a paper hosted on https://arxiv.org/ https://arxiv.org/ comes up on google search results. Also, there are communities that share a lot of papers. Eg if you're interested in ML (which, if you didn't know, is a CS topic), https://old.reddit.com/r/MachineLearning/ https://old.reddit.com/r/MachineLearning/ posts a lot of papers. edit: I just searched for a random CS paper for you.
