Those votes are not concentrated in a single state, it's nationwide. 1/3 of them come from Hawaii and California which were decided for Biden by millions of votes, not thousands. 27,000 of them come from the Northeast, all of which were won by Biden enough that those votes won't make a difference. 22,000 are from Arizona which was won by Biden by around 100,000 votes, so again not going to make a difference. That's over 1/2 of the votes that, if they get counted, won't change anything.
