I would say there has to be some mandatory parenting classes you have to take before getting married/having kids, just like driving and driving school. The vast majority of people know fuckall about parenting, and in turn raise disfunctional kids that know nothing about proper parenting, and the cycle continues. Intervention is needed, in the form of teaching better parenting.
