It’s probably more about Siri’s results quality than launching their own search engine...

  That would make a lot more sense. Web services have traditionally been Apple's weak spot, with their offerings either being meager or buggy (often both). Creating a search engine would create all kinds of headaches that probably aren't worth it for Apple, even if you ignore the possibility that Apple just doesn't seem to have the right culture to make one.
