Ben Kuhn's guide on how to beat SAD using off-the-shelf lights is the plan. Ben's recommendation's have evolved with experimentation and at the bottom in the comment threads on his page, he recommends using a fixture like this [1] along with lightbulbs of these kind [2]. I have two of [1] and 10 of [2] for a total of 16,000 lux at 5000k and 90+ CRI. The total cost was under $90. Measured lux varies 1/d^2 so the right you receive will be relative to the distance from the setup.
I have measured 600+lux using my smartphone lux meter app which seems plenty. It is so bright that I usually just run 1-5 bulb setup.
