I don't think the policies are racist given that: 1. white people with non-Western passports largely have the same formal hurdles to meet as the non-white people with the same passport 2. non-white people with Western passports largely have the same [lack of] hurdles to meet as the white people with the same passport But the policies do certainly approximate racism since Western countries are predominantly white and non-Western countries are predominantly non-white.
