They are manufacturing it already supposedly. But I think the current UK plan is not to vaccinate everyone, but to start with the high risk groups. Perhaps they will then expand out to everyone else later. They have massively expanded the flu jab programme in the UK this year (to try and avoid hospital overloading) so thats one of the reasons flu jab is in short supply.
