- 0xy 6y agoSorry, no, he was clearly referring to black people using racist rhetoric. He said they were born out of wedlock, had no parents and hadn't been socialized -- all racist tropes. [1] The bill resulted in the incarceration of millions of additional black people, not to mention the deaths while in jail or from the expansion of the death penalty. He has a long history of racism against black people in particular. [2] Just look what he said about Obama -- "You got the first mainstream African American who is articulate and bright and clean and a nice-looking guy.
