No, the article explicitly says "Estimates of the threshold for SARS-CoV-2 range from 10% to 70% or even more", and then it sort of handwaves away any studies showing lower numbers, and highlights the ones showing the higher numbers. That is pretty much the definition of the jury being out on the matter.
