Legally? Yes. Morally? Yes. Ethically, Yes. Did they have to do this? No. Will I stay a customer because they took responsibility, instead of blaming someone else? Yes. Do I wish every company (including Amazon themselves) had the balls that Heroku does? Yes. Sure, it would be easy to blame Amazon - really easy. But as I said I was paying for rails hosting from Heroku, not Amazon.
