The article touches on this, but their turnover is probably low because there aren’t many other places for engineers to go in Canada. I’ve worked at a place that had a similar sort of “artificial retention” due to a lack of local competition for talent, and curiously that place also had a very top-down and controlling executive team. It was still a great workplace but I was mystified on more than one occasion by how much time I had to spend getting permission from folks 2-3 layers above me in the organization.
