Bad tech debt will ruin your software, but good tech debt is a smart investment in your business. It takes a good team working together to balance their "tech debt budget" against the other revenue needs of the company. If I've run on Version X of some DB software for a while, and tomorrow Version X + 1 is released, yes, I should recognize that staying on Version X is tech debt. But that may absolutely be the right thing to do for now.
