Actually, the email was directed at US citizens, which I believe includes most if not all of Expensify's employees (which were all in the loop on this, if you read the CEO's twitter comments). As is stated in the opening paragraph: "If you are a US citizen, anything less than a vote for Biden is a vote against democracy."
If the leadership of a company is willing to send an email like this to all of their customers, it doesn't seem unreasonable to believe that the employees are being influenced, which is the core component of that article:
