Should it just be illegal for police to break into phones? Those rich enough to use the latest release of phone seem to have been protected from such intrusion.

Should it just be illegal for police to break into phones? Those rich enough to use the latest release of phone seem to have been protected from such intrusion. Isn't it inevitable that practically unbreakable phones will eventually be available for everyone? Crime will in that case have to be fought somehow with a different approach.
Backdoors make everyone vulnerable. We need unbreakable phones. Criminals will gain practically unbreakable communication. It seems to me that an adaptation needs to occur, but how?
Will crimes that consist purely of digital data transmission become unenforceable until they breach into physical action?
How severe may the issue be?
