I'd rather see a tax floor than progressive taxing. Assuming deductions weren't a thing, if you're making less than $40k per year (for example, I'd have to do the math to figure out the exact amount based on commodity and housing prices), you don't pay taxes. That, or a progressive tax with a ceiling at 20%.
