    It's also a lie, because you can't transfer cryptocurrency into PayPal or out of PayPal. So you're not actually buying any cryptocurrency.

      It's not a lie. They presumably allow you to spend fiat for crypto into their account, hold it there then sell it for fiat. By enumerating all the things you are tricked into assuming you might also transfer out the coins. But no, looks like a lawyer wrote that title and they provide what they say right there.
