The EU just has to take a bottom up approach vs a top down approach, simple as that. Just make it very conducive & competitive to make a startup. I'm amazed at how often the EU's decision making fundamental principle is some kind of strategic move against the US or China, vs the foundational principle being from an ordinary citizens life's point of view.
