I think the author misses 2 things :
1) a lot of people in IT don't have a solid background in computer science but are self taught so they don't have solid foundations to separate wheat from chaff.
2) there isn't enough time nor brain bandwidth to absorb and understand everything. For example the amount of things to learn just for front end dev is absolutely ridiculous and this is just a small part of IT.
