I think the CANSPAM act probably needs to be updated to include app notifications. If Uber sent this sort of thing as an email they would be legally obligated to include an unsubscribe link but they can just hijack your entire phone to send you unsolicited political messages at their discretion. It's obviously the sort of communication CANSPAM defines as spam, but it's via a notification rather than email.
