Lex is great at bringing the conversation down to a more accessible level for people. He isn't doing a presentation at a technical conference. It's a combination of entertainment and insight into how the interviewee thinks. In a way someone that is technical, but not necessarily a super engineer, can resonate with. He speaking style can throw people off. I'm pretty sure I have heard this style from other eastern Euro and Russian people. It doesn't bother me, but I can see why it can be grating to some people.
